I have run 140/90/15 tires since I have owned my Savage. My rear tire rubs the fender rail mounting bolts when riding 2 up or with the springs on the lightest setting. I have never had a problem with it rubbing the belt. I have a good inch between the belt and the tire. I don't know what brand tire you are running but I have run Chen shing and continental brands and have never had that problem with either one of them.
Have you tried adjusting the rear wheel to get the belt away from it. I have noticed that if the belt isn't centered just right that it can get closer to the tire. Good luck because the 140/90/15 is a much better look and ride than the stock size tire.
